Baked Creamy Chicken and Rice Casserole

1 cup long-grain white rice, uncooked
2 cups chicken broth
1 cup heavy cream

1 can (10.5 oz) cream of mushroom soup
1.5 cups cooked chicken, shredded or cubed
1 cup frozen peas and carrots, thawed
1/2 teaspoon garlic powder
1/2 teaspoon onion powder

1 cup shredded cheddar cheese
1/2 cup panko breadcrumbs
2 tablespoons melted butter

Directions
Preheat your oven to 350°F (175°C).
